Preheat the oven to 350° F. Spray an 8x8 baking pan with non stick spray, or line with parchment paper and set aside.
In a large bowl, whisk together the oats, cocoa powder, baking powder, and salt.
2 cups old-fashioned oats, ½ cup dutch processed cocoa powder, 1 teaspoon baking powder, ¼ teaspoon salt
Pour in the milk, maple syrup, eggs, oil, and vanilla. Mix until everything is combined and smooth.

Fold in the chocolate chips with a rubber spatula. Pour the oat mixture into the baking pan and top with extra chocolate chips.

Bake for 30-40 minutes, or until the center is set. Allow the oats to cool in the pan for a few minutes before serving.
Melt extra chocolate chips or chopped chocolate and drizzle on top of oats, finishing with flaky sea salt.
